Basic preventive tips

The Mediterranean climate can generate, in a timely manner, intense and short-duration rainfalls. This fact can cause the sudden increase of the water flow of rivers and streams. For this reason, it is necessary to take precautions and pay attention to the Civil Protection information on the INUNCAT.

Abroad

If you have to travel by car, try to be informed of the weather forecasts through the media and social networks. Inform yourself about the state of the roads and, depending on the rains, avoid the travel if it is not strictly necessary.

Do not park the car or stop in the course of a river or stream during the rainy season. In this sense, localize yourself in high points, help those who need it (children and the elderly) and do not stay in close proximity to river streams. In case of being on the coast, you should also avoid the first sea line.

At home

If you are at home during a heavy storm, avoid going down into the lower areas of your home (basement, garage) and stay in the upper parts of the house. Close the doors and windows well. More information on the website of Civil Protection

Water in Real Time (AETR)

The Catalan Water Agency (ACA) makes this application available to citizens, which is a hydrometeorological viewer of the internal watersheds of Catalonia, which allows to inform                 about the state, in real time, of the flow rates in the rivers and the volume of water in the reservoirs and,                 at the same time, generate warnings of situations of potential flooding in the territory. It is an informative tool. It should be clarified that the competence to activate the Special Emergency Plan                 for Floods in Catalonia (INUNCAT) corresponds to Civil Protection DG.

AETR basically uses hydrological data (amount of water in reservoirs and rivers) originating from the ACA itself, and meteorological data (intensity and accumulation of rain), originated by the Meteorological Service of Catalunya (SMC). From these data, products are generated with more elaborate information and already oriented to identify or anticipate important floods in the rivers, which end up being published towards the citizenship in the form of fluvial warnings.

The reason why this viewer focuses only on the internal basins is that the ACA, as the hydraulic administration of Catalonia, has full authority over these basins (rivers Muga, Fluvià, Ter, Daró, Tordera, Besòs, Llobregat, Foix, Gaià , Francolí, east and southern rivers and the mouth of the river La Sènia) and, on the other hand, in the Catalan basins of the Ebro (Ebro, Garona, Júcar and the Catalan part of the Sènia) the competent authority is the Hydrographic Confederation of the Ebro, although the ACA administers and controls the uses of water and has some other functions such as river police, the deployment of the Sanitation Plan or the execution of high-level supply works.

Very important note: The data used are provisional and subject to validation.

A tool resulting from collaboration between institutions

To elaborate this viewer, a major part of the information used comes from the 5-minute data generated in the automatic control network of the internal basins of Catalonia (SAIH-ACA):

  • Reservoirs: Level, Absolute Volume and Relative Volume.
  • River gauges and reservoir outlets: Levels and Flows.
  • Rain gauges: Rain intensity.

It should be noted that it has also been necessary to incorporate and use additional information generated by other bodies of the Generalitat of Catalonia, and more specifically:

  • Servei Meteorològic de Catalunya (Department of Territory and Sustainability):
    • Information on the XEMA raingauge network (average rainfall intensity or 30-minutal).
    • Corrected radar and forecast for the next two hours (6-minute accumulation and 30-minute accumulation).
    • Combined rainfall radar-rain gauges (accumulation 1 hour)
    • Hazard Meteorological Situation Notices (SMP).
  • Cartographic and Geological Institute of Catalonia (Department of Territory and Sustainability):
    • Topographical background and orthophotos.
    • Official toponymal layer.
Access to open data

The information generated by the Catalan Water Agency and shown in this viewer, can also be found on the WEB page on the access page to open data in real time, available through the Sentilo platform.

Sentilo is an open source solution designed to store large volumes of measurements made over time in any type of sensor deployed by the territory, and to allow to see these measurements in real time almost instantaneously through REST requests made by third parties. Specifically, the data that can be consulted are:

  • Reservoirs: Levels, absolute volume and relative volume (last 3 months).
  • River gauges and reservoir outlets: levels and flows (last 3 months).
  • Fluvial warnings (activated at the current time).

However, if what is required is access to validated data and / or other historical periods, data from reservoirs and gauging in rivers can also be found on the ACA website through the SDIM application (System diffusion of the Information of the Medium) and download them. In this case, the aggregation of the data is exclusively DAILY.

Legal warning: The ©Generalitat de Catalunya allows the reuse of data whenever the source is cited and the update date, which does not denature the information and that is not contradicted by a specific license.

Now

This section shows the current hydrometeorological situation, from the publication and automatic updating of the most recent data available on the amount of water in reservoirs and rivers and the intensity of rainfall that is falling.

Water in the territory

The information shown corresponds to:

  • The latest data on gauging in rivers and outflows of reservoirs (levels and flows).
  • The latest data on the state of reservoirs (levels, absolute volumes and relative volumes).

And with a color palette that represents the evolution from situations of normality to those of danger.

Rain

The information shown corresponds to:

  • Rainfall field, 6-minutal intensity, during the last 2 hours and the forecast for the next 2 hours.
  • Rainfall field, 30-minute intensity, during the last 4 hours and the forecast for the next 2 hours.
imatge no disponible
  • Average precipitation intensity (mm / h) every 5 or 30 minutes (depending on the temporal resolution of the data) of the raingauge network. These data are presented through a palette that represents the return period (in years) of the recorded intensities. The return period gives us an idea of the amount that is statistically exceeded once every certain time. For example, to say that a minute intensity of X mm / h has a return period of 10 years, would mean that statistically on average it is exceeded once every 10 years.

Hour by Hour

This section shows the hydrometeorological situation of the last hour, based on the most recent data available on the amount of water in reservoirs and rivers, and on the estimation of the effect of accumulated rainfall on the last minute in the territory in general and in the rivers in particular.

Water in the territory

The information shown corresponds to:

  • The latest data on gauging in rivers and outflows of reservoirs (levels and flows).
  • The latest data on the state of reservoirs (levels, absolute and relative volumes).

And with a color palette that represents the evolution from situations of normality to those of danger.

Rain

The information shown corresponds to:

  • Accumulated rainfall (mm) in one hour, based on the data collected in the raingauge network. These data are presented through a palette that represents the return period (in years) of the recorded intensities. The return period gives us an idea of the amount that is statistically exceeded once every certain time. For example, to say that an hourly accumulation of X mm has a return period of 10 years, it would mean that statistically on average it is exceeded once every 10 years.

  • Estimation of water in the territory. From the rain accumulated in the last hour, it is estimated the effect that it can have in the territory, based on:
    • The estimated rainfall on the ground. The hourly image generated from the combination of weather radar data and the raingauge network is shown (with higher quality level than the image of the radar without combination).
    • The effect of rain in rivers. From the same hourly image, it is estimated based on the orography of the basins, how much of this rain has gone to the rivers.
Rain on the river is visualized by a palette representing the return period related to the aggregate rainfall at the contributive basin of each point of the territory. Rain on the ground is visualized by a palette representing the amount of rainfall accumulated on a point in the territory.

Warnings

In this section, warnings for potential flood situations generated by the ACA (fluvial warnings), and warnings of the meteorological situation of danger generated by the SMC (SMP warnings) are collected and displayed on an interactive map.

River warnings

The counties and municipalities are highlighted in orange where there is some kind of hydrological warning because there is or may be a potential flood situation in one of its rivers, and optionally also the municipalities downstream from other regions that may be affected.

SMP notices

The regions where there is some type of meteorological warning based on the warnings generated by the Meteorological Service of Catalonia (SMC) are highlighted. The associated palette represents the three colors / hazard level provided by the SMC.
